At the Village-in-the City Reconstruction Experience Recommendation & Mobilization Meeting held recently, Executive Vice Mayor Su Zequn encouraged the villages to initiate the village-in-the city reconstruction program and win development opportunities like that enjoyed by Liede Village. The reconstruction of villages-in-the-city will be brought into the green channel project concept for key project approvals.

The commercial housing supply was reported to be 12 million square meters last year. The land plot east of the Liede Village bridge has been designated as the relocation area for villagers. The 37 high rise residential buildings and the newly added sites west of the bridge alone reached 500,000 square meters. A representative noted, "There are 138 villages-in-the-city in Guangzhou. Those having qualifications shall speed up the pace of reconstruction".

To realize the "four wins" target of "benefiting the villagers, strengthening the village collective economy, improving urban environment, enhancing appearance and preserving and carrying on the traditional culture" for Liede Village, the Guangzhou Municipal CPC Committee and Guangzhou Municipal Government issued policies supporting reconstruction. The projects include land auctions to develop financing, a reduction in taxes and fees and specified exemptions. Moreover, Liede Village is enjoying the "state owned" treatment, wherein all the village reserved lands "saved" are allowed to become state owned operational land for auction. The total returns from these auctions will be returned to the village, deducting relevant taxes and fees owed to the State and Guangdong Provinces.
