The plazas, including 23 that are culture focused, will be located in the 8 districts of the city and 2 outskirt regions, Panyu and Huadu.

The Guangzhou Urban Planning Bureau has already specified the setup of Tianhe Sports Center Plaza, Hongcheng Business Plaza, Sightseeing Tower Square, and New Urban Axis Cultural Plaza in Zhujiang New City, Hero Plaza and Hai Xin Sha Public Square.

Guangzhou is targeting to build one standard public plaza for every 1,000 urban residents by 2009.
