Songshan Lake Productivity Promotion Base (PPB) is the core functional area to realize its goals. The PPB’s mission is to lead the upgrade of the industrial structure and increase the competence of Dongguan City. It will pool the talents, capitals, technology, and brands from home and aboard, and provide the integrated support across the value chain, in order to help Dongguan firms achieve a more effective utilization of resources, enhance the value added content of products and services, and in crease international competitiveness.
The PPB will focus in:
·Becoming a R&D and execution center for large-scale enterprises and MNCs
·Promoting the formation of a radiation point of local productivity development and a international hatchery for new high-technology industry
·Nurturing the clusters in scientific research and industrial supportive services
·Attracting talents and intellectual resources from home and aboard for researches and start-up in the base
·Creating an atmosphere and environment for local innovation and technology development through the provision of quality infrastructure and supportive facilities
According to the development plan for Songshan Lake, the PPB will facilitates and impels the establishment of a complete collaboration system that combines industries and universities/applied research institutes in biotechnology, environmental technology, information technology, photoelectric technology, material engineering, precise engineering, and the chain of industrialization for scientific research achievements.
Considering the similarity and correlation of different technology industries, the base was partition into three sub areas:
·Sub area for Information Technology and Photoelectric Technology
·Sub area for Material Engineering and Precise Engineering
·Sub area for biotechnology and environmental technology
Each sub area is a self-helped industrial community with own public establishment and associated services system independently.
Comprehensive Service Area
Productivity Building, Academic Communication Center and the Library will be the first area ready for use and will provide space for early elites and institutes. As the symbol and the service center of the whole base, this area provides public supports and services, and will be the external diffusing particle of the base.
The adjacent functional districts, such as the culture area, the commercial office district, will provide broader social services to the base. Meanwhile, the commercial office district will be the appropriate location for the successful start-up and develop their business further in the base; it can also be an ideal place for the MNCs and large scale enterprises to localize their regional offices to integrate their local R&D, manufacturing and marketing functions. The Northern Scientific and Technology Industry Park can also provide opportunities of mass production to successful R&D projects from the base.
The Productivity Building nurture and evolve the industrial supportive services. A 4 storey building of 240 meters long, built along the hill and the lake. The inner rooms are well designed to meet the various needs of the organization with different scales in different industries. It also provides internal commerce center and digitalized office platform.
The desired organizations to be housed in the Productivity Building: Patent and intellectual right agencies, venture capital agencies, management consultancy, new product design centers, enterprises management and marketing agencies and training organizations, law office and accounting offices.
As the information hub of the base, the Library uses multi-media as the main communication media. Total area is 15,000 square meters. It houses mostly the scientific and technological books and publications. The building is well designed to be very exoteric and flexible by right of the clear allocation of functions and rational layouts.
The Academic Communication Center combines the academic atmosphere and fashion style to create a unique environment. An exoteric space consists of office and teaching area, academic area, communication area, exhibition hall, garden and cafeteria. Full service facilities for meeting environment and domestic and international academic meetings. The services are comparable to those of a 5 star hotel.

·All those eligible professionals are awarded one-off allowance when they buy house for living, as regulated by the “Provisions of Songshan Lake Sci. & Tech. Industry Park on the inflow of technical and management professionals”.
