On the morning of December 26th, 2007, the 10th Guangzhou Convention of Overseas Chinese Scholars in Science and Technology (OCS) was ceremoniously held at the Baiyun International Conference Center.

Over 1,600 overseas Chinese scholars from 29 countries and regions and over 3,000 representatives from 59 provincial government delegations, autonomous regions, and municipalities directly under the Central Government, higher education institutions, scientific and research institutes, industrial parks, innovation platforms and utility enterprises attended this grand meeting.
In his address, Mayor Zhang Guangning said that the OCS had been held for 10 years, working as an information exchange bridge on high end talents and scientific and technological projects between the domestic units that need the talents and the overseas Chinese scholars. Guangzhou Municipality will continue as always to take it as its own task to successfully hold the OCS, continually improve the exchange form and service quality, and strive to establish a never-ending "talents CIEF".
